Perdana Menteri, Datuk Seri Najib Tun Razak berkata, kedudukan dan hak-hak Melayu dilindungi sepenuhnya serta “terkunci kemas” dalam Perlembagaan Persekutuan tanpa dapat digugat lagi dan kenyataan ini wajar diterima oleh semua kaum negara ini.
Najib yang juga Presiden UMNO berkata, asas berkenaan adalah kontrak yang dimuafakat bapa-bapa pengasas yang mewakili semua kaum ketika negara di ambang kemerdekaan.
“Seandainya mempunyai majoriti dua pertiga dalam Parlimen pun, tidak akan mampu mengubah setitik apa jua, tanpa kebenaran Majlis (Raja-Raja) yang dianggotai sembilan orang Raja-Raja Melayu.
“Dalam kata lain, sia-sia sahaja jerit pekik untuk menggunakan peruntukan tentang kerakyatan bagi mengancam kaum lain kerana peruntukan yang tertulis ini begitu konkrit, sekalipun darurat diisytiharkan, ia tetap tidak boleh disinggung,” katanya ketika menyampaikan ucapan dasar pada Perhimpunan Agung UMNO 2010, di Dewan Merdeka, Pusat Dagangan Dunia Putra (PWTC), di sini, hari ini.
Ketika menyampaikan ucapan bertemakan “Mendaya Bangsa Meneraju Kemakmuran” itu, Najib dengan tegas berkata, tindakan pihak tertentu yang kini mempersoalkan kedudukan Melayu sebagai bangsa yang dilindungi hak-hak tertentu, ternyata telah menimbulkan rasa kegusaran dan tidak puas hati terhadap bangsa Melayu yang terkenal dengan sikap dan sifat akomadatifnya.
“Ibarat api dalam sekam, perasaan ini telah mula membara dan mungkin menular sehingga berupaya merosakkan keharmonian perhubungan kaum yang telah terjalin semenjak dahulu,” katanya diiringi tepukan gemuruh tanda sokongan daripada lebih 4,000 perwakilan dan pemerhati.
Najib berkata setelah 53 tahun mencapai kemerdekaan, rakyat Malaysia kini sedang berdepan dengan asakan bertalu-talu terhadap teras-teras utama perhubungan kaum yang wujud selama ini dan polemik nasional itu berkemungkinan menjadi ancaman kepada perpaduan negara.
“Apa yang menjadi masalah dalam keadaan ini, ketegangan akan timbul apabila sejarah dipandang enteng atau dilupakan akibat perjalanan masa, atau juga, apabila ada pihak-pihak tidak bertanggungjawab yang cuba mentafsir semula semua itu, supaya sesuai dengan kepentingan serta agenda sempit kelompok masing-masing.
“Kerana yang demikianlah, pemimpin oportunis, menangguk di air keruh, sebenarnya musang berbulu ayam, bermain api permusuhan dan memanipulasi keadaan, sangat ditolak dalam kepimpinan. Mereka tidak layak digelar pemimpin,” kata Najib.

Najib berkata orang Melayu sebenarnya telah membuat pengorbanan terbesar bagi mencapai sebuah kemerdekaan, apabila sanggup berkongsi pemilikan Tanah Melayu yang menjadi negara tanah tumpahnya dengan kaum-kaum lain.
“Penerimaan kerakyatan yang berasaskan prinsip jus soli atau hak tempat kelahiran berbanding prinsip jus sanguinis yakni hak darah dengan sekelip mata telah mentransformasikan landskap sosiopolitik Tanah Melayu untuk selama-lamanya,” katanya.
Najib berkata sekiranya penyakit kesangsian terhadap motif, kejujuran dan keikhlasan terhadap satu sama lain masih ada di kalangan rakyat negara ini, ia boleh membarah dan menghancurkan apa yang telah dibina pemimpin terdahulu sejak lebih 50 tahun lepas.
Menurutnya rakyat negara ini perlu menghayati konsep “ikrar setia” dan menghormati “muafakat murni” yang menyaksikan Melayu dan bukan Melayu ketika menuntut kemerdekaan sanggup “timbal balas” bagi kepentingan bersama.
“Orang bukan Melayu telah sanggup menerima prinsip hak keistimewaan sebagaimana termaktub di bawah peruntukan Perkara 153 Perlembagaan Persekutuan. Kemudian itulah, kewarganegaraan Malaysia pada dasarnya bukan lagi bersifat sama rata dan sama rasa tetapi telah disesuaikan dengan realiti yang ada demi matlamat dan kepentingan jangka panjang nasional,” katanya.
Beliau berkata kedudukan Melayu serta Bumiputera dan kepentingan kaum-kaum lain dari segi politik, telah termaktub sebagai kontrak sosial nasional, tertinta dalam Perlembagaan Persekutuan, dan semua pihak kini sewajibnya menghormati persepakatan mulia bagi kelangsungan dan survival negara.
Ia terkunci kemas dalam artikel-artikel Bahagian 3 mengenai kewarganegaraan, Perkara 38 berkait Majlis Raja-Raja, Perkara 152 tentang Bahasa Kebangsaan dan Perkara 153 mencakupi antara lain perizaban kuota perkhidmatan dan permit untuk orang Melayu,” katanya.
Najib berkata pindaan terhadap artikel-artikel itu tidak boleh dilakukan tanpa persetujuan Majlis Raja-Raja mengikut Perkara 159 Perlembagaan Persekutuan.
“Ia ditambah kukuh pula oleh Perkara 10 Fasal 4, yang memberi kuasa kepada Parlimen, bagi menggubal undang-undang, melarang perbuatan mempersoal apa-apa perkara, hak, taraf, kedudukan, keistimewaan, kedaulatan atau hak kedaulatan
yang ditetapkan atau diperlindung oleh peruntukan Bahagian 3, Perkara 152, 153 dan Perkara 181,” katanya.
Najib berkata perkara itu tidak perlu dibincangkan dalam mana-mana forum kerana perbahasan mengenainya dibimbangi akan membangkitkan keresahan serta mengapi-apikan naluri asal wujud antara etnik.

Najib berkata bagi mencapai matlamat itu, sejak perhimpunan agung lepas, kepimpinan parti telah membuat perancangan dan strategi bagi memastikan parti berpegang kuat kepada tujuan asal untuk berterusan menjamin survival Melayu.
Beliau juga berkata dalam usaha melahirkan Melayu yang glokal dan hebat di pentas antarabangsa, kelemahan yang berlaku hingga menyebabkan keruntuhan empayar Melayu Melaka 500 tahun lepas wajar dijadikan panduan.
Katanya banyak pihak mendakwa empayar Melayu Melaka runtuh akibat pengkhianatan, tetapi antara faktor penting lain adalah kerana kegagalan Melaka untuk melengkapkan pertahanan dengan senjata moden bagi menyaingi tentera Portugis.
Beliau berkata bagi tujuan itu, Umno akan berterusan menyiapkan Melayu dengan ilmu dan minda bagi menjamin survival bangsa itu.
Turut hadir pada persidangan itu ialah isteri Najib, Datin Seri Rosmah Mansor dan dua bekas Presiden Umno, Tun Dr Mahathir Mohamad dan Tun Abdullah Ahmad Badawi.
